October 1970 in Montreal. On the pretence of neutralising the terrorist action of the Front de libération du Québec (FLQ), the Canadian government decides to apply the “War Measures” act allowing the arrest without charge or evidence of more than 400 citizens “likely” to pose a threat. Orders portrays the tragedy of five of these people: textile mill worker and trade unionist Clermont Boudreau and his wife Marie Boudreau, Doctor Jean-Marie Beauchemin, founder of a local clinic for low-income citizens and ex socialist candidate, young social worker Claudette Dussault, and unemployed musician and homemaker Richard Lavoie.
